For more than a decade, public housing authorities and other government organizations have asked founder Sheree Thomas to train their teams in construction project management, capital planning, procurement, documentation, and HUD requirements.
Those engagements revealed a consistent need: agencies wanted practical training grounded in the realities of public-sector construction, but they also needed a format that was easier to access, repeat, and use for onboarding new employees.
Level Best Learning was created to make that expertise available on demand.
Instead of waiting for an in-person training session, learners can build their knowledge on their own schedule and return to course materials and resources when they need them on the job.
Meet Sheree Thomas

Sheree Thomas is the founder and President of SB Thomas & Associates and the founder and lead instructor of Level Best Learning.
Her career spans government contracting, public-sector capital planning, construction management, and professional training. She began her career with the Department of the Navy and later worked as a Contract Negotiator for Bechtel Plant Machinery before moving into public housing capital planning and construction management.
In 2007, Sheree launched her construction management consultancy and formally established SB Thomas & Associates in 2009.
Since then, she has trained hundreds of construction managers, project managers, procurement professionals, maintenance supervisors, and other public-sector staff while continuing to work directly on active construction and inspection projects.
